The conceptual framework of the draft Law on Public Procurement was introduced at the Economic Development Board’s session. The current procurement law, which prioritizes the lowest bid, has led to poor-quality purchases and established a flawed precedent. The proposed draft seeks to shift focus toward quality-based evaluation criteria, incorporating environmental and social impact assessments in tender evaluations. Furthermore, under the new proposal, bid security would no longer be required for tenders with an estimated cost of up to MNT 10 billion. This change would allow participation in 99.6% of procurement tenders without the need for bid security.
